India is poised to keep its cotton import duty waiver in place beyond October, a move that could give the country’s textile industry a better shot at competing on price just as exporters try to capitalize on new trade opportunities in Europe and the UK.
India to Extend Cotton Import Duty Waiver
The extension, which sources said could run at least through December, would preserve relief for spinners and garment makers that have long argued the 11% duty on imported raw cotton raises costs and weakens their ability to compete with lower-cost suppliers such as Bangladesh and Vietnam. For investors, the policy matters because cotton is one of the key inputs for a sector that sits at the intersection of manufacturing, exports and rural incomes — and small changes in raw-material costs can ripple through margins quickly.

The government temporarily removed customs duty on raw cotton imports from June 1 to Oct. 31 to improve availability and reduce input costs. Now it appears willing to prolong that support as industry leaders press for something more durable than six-month policy windows.
That demand for certainty is not just a lobbying point. Indian textile exporters are trying to turn improved market access into real volume growth, but higher domestic cotton prices have often blunted that opportunity. CITI Chairman Ashwin Chandran said exporters face a 9% to 10% disadvantage versus Bangladesh and Pakistan in Europe and the UK, a gap he argues can only narrow if raw materials are available at world prices.
The economics are straightforward. If cotton is cheaper and easier to source, spinners can protect margins, mills can run more efficiently and garment makers can price more competitively in overseas markets. If the waiver is withdrawn too soon, the sector could be forced back into a higher-cost structure just as it tries to rebuild export momentum.
The timing also fits a broader policy debate. NITI Aayog has already recommended scrapping the duty, saying it can hurt the textile value chain when domestic cotton prices are above global levels. It also noted that competitor countries such as Bangladesh and Vietnam do not impose similar duties on imported cotton, giving their industries a built-in advantage.
For long-term investors, the key question is whether this becomes a one-off relief measure or a step toward a more permanent raw-material policy. A more predictable cotton regime would be a meaningful positive for textile exporters, especially if India can pair it with trade deals that lower market barriers abroad.
The latest trade data shows why that matters. Exports of cotton yarn, fabrics, made-ups and handloom products rose 8.4% in July to $1.11 billion and were up 4.9% in the first four months of the fiscal year. But ready-made garment shipments fell 4.5% in July and 10.5% in April-July, underscoring how uneven the sector remains.
In other words, this is not just about cotton. It is about whether India can build a more competitive textile export engine by aligning policy, costs and trade access. If the waiver is extended and eventually made permanent, that could be a quiet but important tailwind for the sector over the next several years.
