Abdallah Boano, the head of the Justice and Development Party’s parliamentary group, says Morocco’s foreign policy remains the king’s prerogative and that his party’s position on normalization with Israel is “unambiguous,” underscoring how a politically sensitive issue is being kept inside the constitutional red lines.

The comments matter because normalization sits at the intersection of Morocco’s domestic politics, its regional diplomacy and its broader strategic priorities, including the Palestinian issue and the kingdom’s territorial integrity. Boano stressed that foreign affairs fall under royal authority, while pointing back to the palace’s 2023 statement on an Israeli official’s attendance at an African Union meeting, which reaffirmed Morocco’s irreversible support for the Palestinian cause.

He also linked the issue to escalating regional instability, citing the war in Gaza, violence in the West Bank and tensions in Lebanon, Syria and Iraq as reasons political positions cannot stay frozen. That framing suggests the normalization debate remains live inside Morocco even after ties with Israel were restored in December 2020 under conditions the palace has said were shaped by specific circumstances.
For investors and companies exposed to North Africa and the wider Middle East, the key takeaway is that Morocco’s diplomatic alignment remains a political variable rather than a settled consensus. Any shift in government composition, parliamentary pressure or regional escalation could affect the tone of engagement with Israel, even if the king retains ultimate authority over foreign policy.
Boano’s remarks also reinforce that Rabat is trying to balance two strategic tracks at once: defending its Western Sahara position and preserving its stance on Palestine. The party signaled it would keep voicing opposition to normalization if it returns to government, but without challenging the constitutional framework.
That leaves the issue sensitive but contained for now, with the next catalysts likely coming from regional developments, royal statements or any renewed debate over Morocco’s ties with Israel.
