Bank OZK shares are under pressure after Citigroup said a six-week extension on a $915 million construction loan looks less like a fix than a temporary forbearance, raising questions about the Arkansas lender’s exposure to a troubled San Diego life-sciences project.
Bank OZK Loan Extension Raises RaDD Default Concerns

Citi’s note on the IQHQ loan sent Bank OZK stock down more than 5% this week, as investors focused on whether the amended maturity buys enough time to avoid a default or merely delays a workout on the $1.6 billion Research and Development District, known as RaDD. The bank extended the loan to Oct. 9, but Citi said the short tenor and the backdated effective date point to a last-minute agreement meant to prevent a missed payment on an already passed maturity.
That matters because OZK has built a reputation as an aggressive construction lender, and RaDD has become one of its clearest stress points. The 1.7 million-square-foot project in downtown San Diego was completed in 2024 without tenants in place, leaving IQHQ struggling to lease the life-sciences complex as the sector cools and financing gets tighter.
The market reaction suggests investors are not treating the extension as routine documentation. Short-term extensions are common in complex real estate deals, and Bank OZK said as much, but Citi argued this one “underscores the severity of the project’s financial distress” and the lack of a longer-term refinancing solution. The question now is whether OZK can negotiate a multiyear recapitalization with IQHQ and a mezzanine lender, or whether it faces a more costly restructuring.
The loan has broader implications beyond one borrower. A troubled deal of this size can affect sentiment toward commercial real estate lenders, especially those with concentrated exposure to large development projects. Bank OZK’s shares have weakened into the high-$40s, well below their mid-year highs, while the broader bank ETF KRE has also been softer, reflecting wider caution around credit risk and funding conditions.
OZK executives are expected to address the situation on the third-quarter earnings call on Oct. 21, just after the amended maturity date. For investors, that makes the next update a key test of whether the bank has contained the risk or whether RaDD becomes a bigger mark against its commercial real estate book.
