Quang Ninh city is stepping up support for businesses to adopt new technology and digital tools as local authorities try to remove bottlenecks in land, capital and permits that can slow investment and production.
Quang Ninh pushes business tech support and permits
The move matters because in a province where private-sector lending already accounts for an estimated 221.5 trillion dong, or 89.3% of total outstanding credit, the ability of firms to modernize operations is increasingly tied to output, jobs and competitiveness. Quang Ninh is not just promising broader access to technology; it is linking that push to administrative reform, faster project approvals and a more predictable investment climate.
At a meeting with the business community on Oct. 22, city officials said departments and local agencies should treat the resolution of corporate bottlenecks as a core task. Chairman Bui Van Khang told agencies to assign responsibility for each complaint, set deadlines and avoid delays that could disrupt production, business activity and project execution.
The city’s focus is economic as much as administrative. Quang Ninh said it is simplifying procedures related to investment, land, construction and import-export activity, while also improving transparency through digital processes. The aim is to shift government from a supervisory mindset to one that facilitates growth, a model that has become common across Vietnam’s faster-growing local economies as they compete for secondary investors and supply-chain projects.
For companies, the practical gains could be significant. Easier access to industrial land, funding, skilled workers and technology lowers operating friction and can improve margins over time, especially for manufacturers trying to move up the value chain. The city also said it is helping firms connect with 82 labor-service providers, a sign that workforce availability remains part of the competitiveness equation.
The technology piece is the most forward-looking part of the policy. Quang Ninh has issued multiple plans on science and technology, innovation and digital transformation to help businesses adopt new tools, raise productivity and improve product quality. That matters in a market where firms are under pressure to remain competitive domestically while also meeting the standards of global supply chains.
The investment case is straightforward: if reforms speed approvals and digital adoption reduces compliance costs, Quang Ninh could attract more private capital and accelerate project implementation. The risk is execution. Without faster coordination across agencies, the promise of a more business-friendly environment could still be undermined by the same land, financing and paperwork delays officials say they are trying to fix.
