TOKİ offers 25% debt discount from Sept. 22

Buyers who settle the full remaining balance by Oct. 19 will get a 25% reduction on the outstanding principal and can receive their title deeds, provided their installments are current and there are no back taxes or arrears. Those unable to clear the full amount will still be able to claim the same 25% discount on partial prepayments, as long as the payment equals at least 25% of the remaining debt.

The measure also opens a refinancing channel, with eligible buyers able to use housing loans through intermediary banks to pay off balances. That could support mortgage demand and give commercial banks a short-term lift in lending volumes, even as it reduces the amount TOKİ ultimately collects on early-paid debts.

For investors, the campaign is a modestly constructive signal for Turkey’s housing market and for banks tied to retail and mortgage lending, while also underscoring the government’s willingness to use targeted discounts to speed up collections. The main risk is that the incentive window closes after Oct. 19, with no similar discount available for later repayments.
