Ukraine’s auto gas stations are short-filling drivers by as much as 7%, a consumer group study found, raising the real cost of LPG for motorists even as demand for the fuel falls for a third straight year.
Ukraine LPG stations underfill drivers by up to 7%

The Institute of Consumer Expertise said it tested dozens of LPG pumps in Kyiv and across the regions and found that more than half of the stations checked were under-delivering fuel. Some networks were short by 5% to 7%, far above the 1% limit allowed under metrology rules.
That matters because autogas remains a large, cash-generating market for retailers even as Ukraine’s vehicle fleet with gas equipment shrinks and overall fuel consumption weakens. The study said fuel prices rose by about 1 hryvnia in September, giving operators an incentive to defend margins by squeezing dispensing accuracy rather than product quality, which is harder to manipulate.
The findings also suggest that lower posted prices at discount chains may not translate into cheaper fuel for drivers once under-filling is taken into account. The institute said the gap can add up to five or more liters on a tank over time, a material loss for households and commercial fleets that rely on LPG to cut operating costs.
The group used a control-sampling method, collecting fixed amounts of gas into portable containers and measuring mass in the lab before converting it to volume using density formulas. It also said two networks delivered more gas than paid for, underscoring how uneven compliance is across the market.
For investors, the story points to tighter scrutiny of Ukraine’s retail fuel sector and the risk that pricing power in LPG is being masked by weak enforcement. Any broader clampdown would help honest operators, but it could also pressure margins at stations that have been relying on under-delivery to preserve profitability.
| Entity | Gains | Losses |
|---|---|---|
| Honest fuel retailers | ▲Better trust, fair competition | ▼Pressure from price-focused rivals |
| Discount LPG chains | ▲Lower sticker prices | ▼Margin pressure if compliance tightens |
| Ukrainian drivers | ▲More accurate fueling if enforced | ▼Higher real fuel costs today |
| Regulators | ▲Stronger consumer protection case | ▼Criticism over weak metrology oversight |
